The goal list has ten items and not one sentence about what is actually in the club's way. Without that sentence, everything else is an activity plan with a grander name.
'We will grow membership by 30%' is a wish; strategy appears only when all three parts of the kernel are there — diagnosis, guiding policy, coherent action.
Sort every item on your goal list into one of three parts: diagnosis, direction, action. Then spend thirty minutes on one sentence: "Our biggest obstacle this year is ___, and it matters more than ___."
